EV capable, EV ready, EV installed: what the code means
EV capable means the pathway exists and nothing else: raceway from the panel to the stall, plus reserved capacity and a space for the future overcurrent device. EV ready means the branch circuit is actually installed — conductors pulled, breaker in, terminated at a receptacle or an outlet ready for connection — with no charger on it. EV installed, written EVCS in most codes, means a working charging station a driver can use today. Sales decks use the three interchangeably. They are three very different budgets, and only one of them charges a car. How many stalls must be in each tier is set by the code edition your jurisdiction adopted and by its local amendments, so confirm it with the authority having jurisdiction rather than reading it off a national summary.

How many stalls must be in each tier
That is a local answer and there is no national one. Scoping percentages come from the code edition your jurisdiction adopted, plus any local amendments, and they differ between residential and non-residential occupancies.
The electrical code side, which is a different question
Green and energy codes decide how many stalls get infrastructure. The National Electrical Code decides how the circuit is built, and the two are adopted separately.
What to specify if you are the one writing the scope

Is an EV-ready stall usable without buying a charger?
Only if the outlet is a receptacle rather than a blank cover or a junction box. Where a receptacle is provided, a driver can plug in a portable Level 2 unit. Where the circuit terminates at a blank cover for future hardwiring, nothing plugs into it and an electrician has to come back. Both arrangements can satisfy the same code tier, so read the specification, not the label.
How much does converting a capable stall to a working charger cost later?
Far less than starting from nothing, because the expensive part — getting a pathway to the stall — is already done. What remains is conductors, a breaker, the charger, mounting, a permit and an inspection. What can spoil it is a raceway that was sized for a smaller circuit than you now want, or one with no pull string and no as-built, which is why those two items belong in the original specification.
Do these code tiers apply to existing buildings?
Sometimes, through the alterations and additions provisions rather than through the new-construction chapter. Several kinds of work commonly bring EV requirements into scope on an existing property, and owners usually find out at plan review. Is EV capable enough to advertise a building as EV friendly?
Not honestly, and it is a claim worth being careful with in a lease or a listing. A capable stall cannot charge a vehicle and cannot be made to without an electrician, a permit and an inspection. If the marketing says ready and the building is capable, you have created a factual representation that is inspectable, which is a bad thing to be wrong about.
Can load management substitute for reserved capacity?
Often yes, and it is usually much cheaper than a service upgrade. A managed system shares a fixed amount of power across many ports and holds a stated ceiling, and the NEC addresses energy management systems in Article 750. Whether your jurisdiction accepts a controlled maximum in the load calculation is a question for the plan reviewer, and many do accept it explicitly.
Where do I find the required percentages for my project?
From your building department, for your specific occupancy and parking count, under the code edition and amendments in force at your submittal date. National summaries of these percentages go stale fast because jurisdictions adopt editions on their own schedules. Get the answer in writing and put it in the project record.
