Fire and safety requirements at a charging depot

The requirements are set locally, by the authority having jurisdiction, working from whichever editions of the electrical and fire codes your city or county has adopted — which means there is no national answer and anyone giving you one is guessing. What is consistent is the list of things the AHJ will want to discuss: circuit protection and disconnects, physical protection of the equipment, clearances and egress, whether any charging happens indoors, and whether you have an emergency response plan specific to electric vehicles. Indoor depot charging is where requirements bite hardest, and it is the case where the local answer must be obtained in writing before design rather than after.

Who decides, and why the answer is not national

In the United States the electrical work is governed by the National Electrical Code, published as NFPA 70 and adopted, amended or ignored on a schedule each state and often each municipality sets for itself. Fire requirements typically come from a locally adopted edition of the International Fire Code or of NFPA 1, again with local amendments. Two depots forty miles apart can genuinely be under different rules.That is the honest answer and it is also the useful one, because it tells you exactly what to do: identify the office, ask which editions they have adopted and what local amendments apply, and get the reply in writing. An email from the plans examiner naming the edition is worth more than any national guide, including this one.Do not accept your contractor's answer as a substitute. Contractors are usually right and are occasionally working from the edition they learned rather than the edition adopted, which is the specific failure that produces correct work being rejected at inspection.

What the electrical inspection is actually protecting against

That single characteristic drives most of the electrical requirements. Conductors and overcurrent devices for a continuous load are sized above the load rather than at it — the familiar consequence being that a 48-amp charger sits on a 60-amp circuit. It also drives the attention paid to terminations, because a connection that is merely adequate warms up under a load that never lets go.There is a second arithmetic point that catches commercial and depot sites specifically, and it is a sizing issue rather than a safety one. Manufacturer datasheets often quote power at 240 volts, but most commercial three-phase services present 208 volts line to line. The same charger at the same current delivers less power on 208 than on 240. If your dwell-time calculation used the datasheet number and your service is 208, every hours-to-full figure in your plan is optimistic.Disconnecting means is the other subject that comes up in every review: whether each unit needs a local disconnect, where it must be, and whether it must be lockable. That is a genuinely local and genuinely edition-dependent answer, worth asking about explicitly rather than discovering at inspection.

Physical protection and where the equipment goes

Expect to be asked how each pedestal is protected from vehicle impact, whether the protection obstructs anything, and whether the layout keeps cables out of driving lanes and walking routes. Those are safety questions and they are also the questions that decide whether the depot works day to day, which is a rare and welcome alignment.Clearances come up in three forms: working space in front of electrical equipment so it can be serviced safely, separation between charging equipment and anything the local code treats as a hazard, and egress routes that stay clear when every bay is occupied and every cable is deployed. The specific dimensions are jurisdiction-dependent and belong in the design engineer's drawings, not in a national article.Signage and marking are cheap and frequently forgotten. Ask what the AHJ expects to see marked: the disconnects, the equipment identification, the bays themselves. It is the sort of item that fails an inspection two days before you wanted to energise.

Indoor charging is where the requirements bite hardest

The reason is not that indoor charging is prohibited — in most places it is not. It is that the number of parties with a view goes up sharply. The fire official, the building official, the electrical inspector and often the property insurer all have positions, and those positions interact. A design that satisfies one can create a problem for another, and finding that out at plan review costs months.So put the question first rather than last. Before the layout is drawn, write to the fire official describing what you intend — how many vehicles, what size, charging at what power, in which part of which building — and ask what requirements will apply. Ask specifically about ventilation, detection and alarm, suppression, any separation or enclosure requirement, and any limit on the number of charging positions in a given space. Get the answer in writing and hand it to the designer as a constraint.If the answer comes back expensive, the alternative worth pricing is covered outdoor charging rather than fully enclosed indoor charging. It captures most of the cold-weather and driver-comfort benefit with a much smaller set of requirements.

An EV-specific emergency response plan

Responders plan for a battery incident differently than for a liquid-fuel one, and what helps them most is information they can act on in the first two minutes. A site plan marking every charging position, every disconnect and the main service. A clear statement of how to de-energise the charging equipment, and who on your staff can do it. What vehicles are on site and what is in them. Where vehicles can be moved to and how. Contact numbers that reach a person at three in the morning.Then invite them for a pre-incident planning visit. Most fire departments will do this and most depots never ask. It costs an hour, it puts your site in their planning, and it produces a list of things they would like changed that is far cheaper to act on before an incident than after one.Train your own people on the same plan. The first person to make a decision at a depot incident is almost always an employee, and the decisions that matter are simple: what to shut off, what not to approach, who to call, and where everyone gathers.Be careful with suppression products marketed specifically for electric vehicle fires. Whether any of them is appropriate for your building is a question for your fire official and your insurer, and not one to settle from a vendor brochure or from a general article. Ask both, in writing.

The questions to put in writing, and to whom

Keep it short and specific. A vague enquiry gets a vague answer, and a vague answer is worth nothing. Describe the site, the number and power of the charging positions, the vehicles, and where the charging happens, then ask the questions in the table below.File the replies with the permit and the inspection records. Those documents matter twice: once when the inspector arrives, and once if there is ever a claim, because an insurer's first question after an incident involving electrical equipment tends to be whether the work was permitted and inspected.

Adding energy storage changes the conversation again

Stationary storage is not treated as an accessory to the charging equipment. In most US jurisdictions it is reviewed against a dedicated standard for the installation of stationary energy storage systems, published by NFPA, alongside the fire and building codes. Siting, separation, detection, ventilation and access all come up, and the answers depend heavily on where the equipment sits relative to buildings and property lines.Raise it early even if the storage is a later phase, because the answer can change where you put the chargers. Discovering a separation requirement after the pads are poured is the same species of mistake as trenching a yard twice.

Do depot chargers need bollards?

Some form of impact protection is a normal expectation in a yard where large vehicles manoeuvre, and bollards are the usual way it is provided. Whether they are strictly required, and at what spacing and dimension, is decided by your local officials against the codes they have adopted. Ask, and treat it as a layout input rather than an afterthought, because bollards change how bays work.

Is indoor depot charging allowed?

In most places yes, subject to requirements significantly more involved than for outdoor charging: ventilation, detection, egress, separation and sometimes limits on how many charging positions a space may have. Because those requirements come from locally adopted codes and can differ between neighbouring jurisdictions, get your fire official's answer in writing before the layout is designed rather than after.

What should our fire department know about the depot before an incident?

Where every charging position and disconnect is, how to de-energise the charging equipment and who can do it, what vehicles are on site, and who to call at any hour. Put it on a site plan, keep it current, and ask for a pre-incident planning visit. Most departments will do one and it is the cheapest risk reduction available to a depot.

Do we need special fire suppression for EV charging?

That is a question for your fire official and your insurer about your specific building, and not one to settle from a vendor's material. Requirements differ by occupancy, by whether charging is indoors, and by the code editions your jurisdiction has adopted. Ask both parties in writing and keep the answers with the project file.

Does a fleet depot need an electrical permit for chargers?

Effectively always. Charging equipment on dedicated circuits is permitted electrical work in the great majority of US jurisdictions, and on a commercial site the review is usually more involved than on a house. What varies is the office, the fee, the turnaround and who performs the inspection. Beyond compliance, the permit and inspection records are what an insurer asks for if there is ever a fire on the yard.
