Get the cable off the ground, light the connector rather than the parking space, and put the camera where it can see a face at the pedestal instead of a plate at the entrance. Those three do most of the work, because cable theft is a copper problem and copper problems are solved physically — a thief with a cutter needs slack, darkness and about a minute, and each measure takes one of those away. Then ask the question almost nobody asks before signing a purchase order: how quickly can you obtain a replacement cable assembly for this exact model, and from whom. That answer, not the security plan, decides how long a damaged port stays dead.

It is the copper in the cable, not the charger. A charging cable is a short length of heavy conductor with an obvious resale path, and it can be cut at both ends in well under a minute with a tool that fits in a jacket.
The physical measures, and what each one defeats
Buy against the specific failure you are trying to prevent. Most sites over-buy cameras and under-buy cable management, which is exactly backwards.

The camera on a typical lot is set to read plates at the entrance from twenty feet up, which is useful for a different problem and close to useless for this one.
The procurement question nobody asks
Before you sign for the hardware, ask how a damaged cable assembly gets replaced: which part number, which distributor, whether a field technician can swap it or the whole unit has to go back, and whether the vendor will sell you one to hold on the shelf.

Do this arithmetic once with your own numbers, and the case for a spare on the shelf usually makes itself.
What to write into the purchase order and the O&M plan
Most of this protection is contractual and costs nothing at signature. It costs a great deal to add after an incident.

Speak to your carrier before an incident, because a single cable assembly frequently sits below a commercial property deductible, which makes the coverage you are paying for irrelevant to the loss you will actually have.

Why are EV charging cables stolen?

If you want a camera to contribute, put it close to the pedestal at roughly face height, aimed at the side people stand on, and test what it produces at night with the lot lighting on.
Does the warranty cover a stolen or vandalised cable?
Usually not. Manufacturer warranties commonly cover defects rather than damage, and vandalism and theft are typically excluded. Read the exclusions before purchase and ask directly whether labour is included on covered items, because a parts-only warranty on a pedestal in a lot still leaves you paying for a truck roll.
Should we keep spare cables on site?
For most sites, yes, and the calculation is straightforward: compare the cost of one spare assembly against the revenue and the goodwill lost while a port sits dead waiting on a supply chain you do not control. Confirm before purchase that the vendor will sell spares to end customers, because some will not.
Does a locking holster solve it?
It helps and it does not solve it. A latch or lock slows removal of an intact connector and is genuinely useful against casual interference and accidental drops. It does nothing against someone with a cutter, who is not removing the connector from the holster in the first place. Pair it with cable management that keeps slack off the ground.
Is it worth fencing the charging area?
It depends what the chargers are for. On a fleet yard or an employee lot that is already access-controlled, extending that control over the chargers is cheap and effective. On a retail or hospitality site the fence defeats the purpose, because a charging bay nobody can drive into is a charging bay nobody uses. Solve those sites with siting, lighting and cable management instead.
