Federal Pacific, Zinsco and Pushmatic panels
No. A licensed electrician will not add an EV charger circuit to a Federal Pacific Stab-Lok, a Zinsco or a Pushmatic panel, and the quote you get back will be for a panel replacement with the charger circuit included. That is not an upsell. A 48-amp charger is a 60-amp continuous circuit, the largest single load most houses ever add, and these are the three panel types the trade will not put it in. The panel was a problem before you bought the car.

Why the answer is no
The National Electrical Code requires listed equipment to be installed the way its listing and labeling say, in 110.3(B). For a panel that means breakers listed for that panel. All three of these types have been out of production for decades. What is available is a mix of aftermarket parts and breakers pulled out of houses during demolition, and neither gives an electrician anything to stand behind.The second half of the problem is the bus itself, and it is the half that does not show up in a photo. Bus stabs corrode. They get hot, they anneal, they lose spring tension, and the joint between the breaker and the bus becomes a resistance heater. You cannot re-torque a stab and you cannot replace one.An EV charger is the worst possible load to put on a marginal connection. A hair dryer draws hard for four minutes. A charger draws its full rated current, flat, for six to ten hours, every night, for years. The code recognises this: Article 625 classes EV charging as a continuous load, which is why the breaker is sized at 125 percent of the charger current in the first place. A stab that has been getting away with a lightly used circuit will not get away with that.
The three panels, and what is actually wrong with each
Pushmatic deserves a note of its own because it gets lumped in unfairly. There is no safety finding against it. The reason it still ends in a replacement is that a modern house needs ground-fault and arc-fault protection on circuits the code now lists, and you cannot buy those breakers for a Pushmatic panel. Once you accept that the panel can never accept a required device, replacing it stops being a debate.
Why this is not an upsell, and how to check
An electrician who is padding the job will hand you one number. Ask for two. The panel work is the big one and it belongs to the house. The charger circuit is a breaker, a run of number six copper, a few hours of a day the electrician is already spending inside your panel. If the charger line comes back at two thousand dollars and the panel line at fifteen hundred, money is being moved between columns.The second check is cheaper still: ask a different electrician whether they will install an EV circuit in the panel you have, and ask for the answer in writing. If two of them independently say no, you have your answer. If one says yes for cash with no permit, that is not the cheap option. That is the option where the work is invisible to an inspector and to your insurer, which is exactly the combination you do not want behind drywall.
Price the panel on its own merits
Separate the two problems and the decision gets easier. Problem one is that you want to charge a car. Problem two is that your house has service equipment that comes up in an underwriting conversation, comes up again in a home inspection when you sell, and turns into a negotiated credit at closing when it does. Problem two has been sitting there for years.Whether your insurer cares is a company-by-company question rather than a rule. Some decline to write new policies on houses with these panels, some non-renew at the anniversary, some have no position at all. Ask your agent directly and ask in writing, because the answer changes what the replacement is worth to you before the car enters the conversation.Once you price the replacement as house work, the car becomes the cheap part of the day. The electrician is already in the panel with the power off. Adding a two-pole sixty and a run to the garage while the cover is off is the least expensive that circuit will ever be.
What replacing it actually buys
A new panel gives you open spaces, which is the thing you will want again in three years when the water heater or the heat pump comes up. If the utility drop and the service conductors support it, this is also the moment to decide between staying at your existing service size and going to 200 amps, and that decision should be made against everything you intend to electrify rather than against the car alone.It is worth being clear about what the panel swap does and does not settle. It settles the equipment. It does not automatically settle capacity: if your service is 100 amps and stays 100 amps, you still need a load calculation, and you may still want an energy management system that backs the charger off when the house draws hard. Those are cheaper than upsizing a service and are accepted in most jurisdictions.The other thing that comes along in older housing stock is the grounding electrode system. Panels from this era often predate current requirements, and bringing the grounding up to code is a line item that surfaces once the cover is off. Ask whether it is in the quote or excluded from it.
If you are not replacing it yet
A standard outlet adds three to five miles of range an hour, which is thirty-five to sixty miles overnight. For a commute under forty miles a day that keeps up indefinitely, and it costs nothing. Use a receptacle on a circuit that is not shared with much else, plug straight into the wall rather than an extension cord, and check the outlet for warmth in the first week.Two things to avoid. Do not use a dryer receptacle fed from one of these panels, because you are still relying on that breaker and that stab. And do not accept a subpanel as a workaround: a subpanel is fed by a breaker in the old panel, so it lands on the same bus you were trying to get away from.
Can I just replace the breakers instead of the whole panel?
No. The problem lives at the joint between the breaker and the bus, and the bus is the panel. Replacement breakers for these types are aftermarket or salvage, and fitting one does nothing about a stab you cannot inspect, re-torque or replace.
Will my insurer really cancel over a Federal Pacific panel?

How do I tell which panel I have?
The brand is usually stamped on the dead front or printed inside the door. Federal Pacific breakers say Stab-Lok. Zinsco breakers are marked Zinsco or Sylvania and often have coloured handles. Pushmatic breakers have a rocker you push rather than a toggle. Photograph the label and the panel with the door open and send it with your quote request.
Do I have to replace the panel before I can get a permit for the charger?
The permit is for the circuit, and the inspection covers the circuit and the equipment it lands in. If the panel cannot legally accept a listed breaker, the circuit cannot pass. That is the mechanism. It is not an inspector making a judgement call about a brand name.
The house already has a 240-volt circuit from that panel. Does that prove it is fine?
No. An existing circuit that runs for an hour a day tells you nothing about how the same stab behaves under six to ten hours of continuous full-rated current. Continuous load is the specific condition these panels fail under, and it is the condition an EV charger creates every night.
