When a load calculation shows your house needs more service capacity to add a 40-amp or 48-amp charging circuit — not just a bigger panel, but a bigger service — the meter base, the service mast and the weatherhead usually have to be replaced along with it, because a meter socket is rated for a specific maximum amperage and a mast and its conductors are sized to what they carry. If your service size is staying the same and only the interior panel is being swapped, the outside equipment often stays untouched. What actually sits between the street and your panel
Four separate pieces of equipment carry power from the utility's line to your panel, and an EV-triggered upgrade can touch any subset of them. The meter base, sometimes called the meter socket or meter can, is the metal enclosure the utility's meter plugs into. The service mast is the rigid conduit — usually running up through or past the roofline on an overhead service — that the service-entrance conductors travel through. The weatherhead, also called a service head or gooseneck, is the fitting at the top of the mast that keeps rain out of the wiring where it connects to the utility's overhead line, or the drop. And the service-entrance conductors themselves are the wires that run from that connection point down through the mast, through the meter base and into the panel.Ownership of these pieces is not uniform, and that is worth knowing before you assume who is paying for what. The meter itself — the actual measuring device — is almost always utility property. The meter base, mast, weatherhead and service-entrance conductors are typically the homeowner's equipment, installed and maintained by a licensed electrician, even though the utility usually specifies the construction standard they have to meet and has to inspect or approve the work before it energizes anything. Exactly where that boundary sits, and what the utility calls it, varies by utility service territory — ask your electrician which parts your specific utility considers its own before you assume the invoice matches the ownership.
Why an EV circuit is what exposes this
A meter base is not a generic box. It is a piece of listed equipment rated for a maximum amperage — commonly 100, 150, 200 or 320/400 amps — the same way a breaker panel is. Under NEC 110.3(B), equipment has to be installed in accordance with its own listing, so a meter base rated for 100 amps cannot simply have a 200-amp service run through it because the panel behind it got bigger. The part only the utility can do, and why it sets your calendar
An electrician can replace the meter base, mast, weatherhead and interior panel entirely on their own license — but they cannot legally work on any of it live, and in most territories they cannot reconnect it either. The utility has to pull the meter before work starts, and it has to inspect, approve and reset the meter before the new service is energized. On some upgrades, the utility also has to replace or resize the service drop or lateral feeding your property, which is entirely their equipment and their scheduling queue.This is usually the longest part of the project, and it is the part your contractor cannot compress. The code minimums that matter once the mast is open
A few National Electrical Code provisions decide what a service-entrance job actually has to include, and they matter for EV planning specifically because they set the floor for what gets installed while the mast and meter base are already open.NEC 230.79(C) sets a 100-ampere minimum rating for the service disconnecting means on a one-family dwelling — the real-world floor under any residential service, EV or not. NEC 230.42 requires the service-entrance conductors to be sized to the calculated load determined under Article 220, which is exactly where the 220.57 EVSE floor and your charger's continuous-load rating come in: the conductors in the mast have to be sized for what the load calculation says the house needs, not for what was adequate before the charger existed. NEC 230.28 requires a mast used to support service-drop conductors to have adequate mechanical strength, or bracing sufficient for the strain, which is a real consideration where a heavier or higher conductor run is proposed. Signs the service entrance needs attention before the EV circuit goes in
A load calculation tells you whether the service needs more capacity. It does not tell you whether the equipment you already have is safe to keep using at any capacity. These are the field signs worth a look, ideally before an electrician quotes the EV circuit rather than after.

Does upgrading my panel for an EV charger mean replacing the meter base too?
Only if the service size itself is changing. Swapping a 100-amp panel for a newer 100-amp-rated panel with more breaker spaces doesn't touch the meter base. Going from 100-amp to 200-amp service does, because the meter base is a listed piece of equipment rated for a specific maximum amperage, and one rated for 100 amps can't legally carry 200. Who pays for meter base and service mast work — me or the utility?
The equipment itself — the meter base, mast, weatherhead and service-entrance conductors — is typically the homeowner's, paid for as part of the electrical contractor's job. The meter, and often the service drop or lateral feeding the property, is usually the utility's equipment, and the utility's side of the work is billed and scheduled separately, sometimes at no charge to the homeowner and sometimes with a fee, depending on the utility's own connection policy. Ask your electrician and your utility separately; the split is not standard nationwide.
How much does meter base replacement cost when it's tied to an EV charger install?
Published national ranges put a meter base or socket alone at roughly $100 to $800, average near $375, with the weatherhead alone at roughly $200 to $600; a full mast or riser replacement is priced by height and access rather than a single national range. None of that includes the panel itself. Get the outside-equipment line itemized separately from the panel line so you can see what the service-size change is actually costing versus the interior work.
Can I add an EV circuit without touching the meter base at all?
In most houses, yes. Most homes don't need a full service-size increase to add a Level 2 charger — the load calculation regularly shows enough spare capacity on the existing service, especially once a charger's current is set at 32 or 40 amps instead of the maximum 48. The meter base only comes into play when the calculation shows the existing service size genuinely isn't enough, or when the equipment itself is corroded or damaged independent of the charger.
How long does meter base or service mast replacement take with the utility involved?
The physical electrical work is typically hours to a day. The full timeline depends on the utility's disconnect-and-reconnect scheduling and, if the service size is increasing, on whether the utility needs to confirm or resize its own drop or transformer capacity — that step can add anywhere from days to several weeks, and it runs on the utility's queue, not the electrician's.
Does a corroded meter base fail inspection even if my panel and EV circuit are fine?
Yes. Inspection covers the service equipment as installed, not just the new circuit. A corroded, damaged or loose meter base or mast is a separate finding from whether your EV circuit was wired correctly, and an inspector who sees one will flag it regardless of what else on the job passes.
What amperage does my meter base need to support a 48-amp EV charger?
There's no fixed number — it depends on everything else on the service, not the charger alone. A 48-amp charger is counted in the load calculation the same way any other circuit is, at 125 percent of its continuous rating under Article 625, and the total decides whether your existing service size, and therefore your existing meter base rating, is enough. A gas-heat house on a 100-amp service commonly has room; an all-electric house on the same service size often does not. Get the calculation before assuming a number.
Is there a federal tax credit that covers meter base or service upgrade costs for an EV charger?
No. The federal Alternative Fuel Vehicle Refueling Property Credit under Section 30C is terminated for property placed in service after June 30, 2026, under Public Law 119-21, and it never covered general service-entrance work in its own right even when it was active. Check your state and your utility for a program that covers wiring or service work specifically — some do, and some require pre-approval before work starts.
