- Xcel Energy Colorado (Public Service Company of Colorado) residential electric customer with an active account
- Owns or rents a detached single-family home, townhome, row house, or duplex with separately metered service; renters need written owner consent
- Owns or leases an EV, or expects delivery in the near future
- MUST enroll in Optimize Your Charge or Charging Perks (a managed charging program) for at least one year. Being on the RE-TOU time-of-use rate is NOT a compliance path — Decision ¶88 and ¶112 approved the Company's withdrawal of that option.
- Charging equipment must draw 50 amps or less (100 amps or less for an approved bi-directional charger)
- Wiring must be installed by a licensed master electrician (or other authorized electrician under § 40-5-107(3)(a), C.R.S.)

EV Accelerate At Home (EVAAH)

- CLOSED TO NEW ENROLLMENT as of the Decision's mailed date, 2024-04-10
- Existing participants continue: per Decision ¶102, once a participant has fully paid for the installed equipment, ownership transfers from Xcel to the customer by default rather than requiring the customer to act at the end of the ten-year term
- The EVAAH Backup Power Option survives as a separate demonstration program

- MSRP caps of $55,000 for new passenger vehicles and $80,000 for new SUVs, vans and pick-up trucks; $50,000 actual sale price cap for previously owned light-duty vehicles
Commercial & Multifamily EV charging rebates (EVSI, Equity L2, New Construction)

- Xcel Energy Colorado commercial or multifamily-property customer taking service at the premises where the charger is installed
- Enhanced rates require an HB 21-1266 Disproportionately Impacted Community or Justice40 Disadvantaged Community location; the IQ MFH tier requires a building where 66 percent of residents are below 80 percent of area median income, or NEEP participation in the last five years
- Company-owned EVSI is NO LONGER AVAILABLE — Decision ¶¶134-137 moved the program to rebates only and put equipment ownership in customers' hands
- Customers may hire any contractor meeting § 40-5-107(3), C.R.S.; the former union-membership requirement for Company-owned EVSI installers was rendered moot (¶140)
- Not available for single-family residential installations

Where the federal credit went
There is no federal EV charger tax credit for equipment placed in service after June 30, 2026. Section 30C was terminated by section 70504 of Public Law 119-21. Any quote or article that nets a federal credit against your cost today is out of date — which is most of them.
