No spare breaker spaces: what your options actually are

Usually yes, and often for a fraction of what you are about to be quoted — but only once you separate the two problems everyone conflates. Having no physical spaces left in the panel is not the same as having no electrical capacity on the service. The first is a cheap problem with three ordinary fixes. The second is the expensive one. What decides both is the panel's own listing label and its busbar rating, not an opinion formed at the truck.

Which problem do you have?

Look at the main breaker and look at the load calculation. If the service has capacity and the panel simply has no empty slots, you have a spaces problem and you are in cheap territory. If the load calculation says there is no room on the service, adding slots does nothing — you would be making space for a load the service cannot carry.Both problems can be true at once, which is where quotes get large. But they are frequently confused, and the confusion runs in the expensive direction: a full 200-amp panel with plenty of headroom gets quoted a service upgrade it does not need.

Fix one: tandem breakers, where the label permits them

A tandem breaker puts two 120-volt circuits into one slot. Whether that is allowed is not a matter of judgement: NEC 110.3(B) requires listed equipment to be installed in accordance with the instructions in its listing and labelling, and the panel's own label — the printed sheet inside the door — states the maximum number of overcurrent devices the panel is listed for and which positions accept tandems. Some panels permit them anywhere, some in specific slots only, some not at all.There is a wrinkle people get wrong. An EV charger needs a two-pole 240-volt breaker, and a tandem does not give you one. What tandems do is consolidate two existing 120-volt circuits into a single slot each, freeing full-size positions elsewhere so the two-pole breaker has somewhere to land. Some panel lines also offer quad breakers that combine two two-pole devices in four slots — again, only where the label says so.This is genuinely the cheapest possible answer, and it is also the one most likely to be done wrong by somebody who counted slots rather than reading the label. Go and read yours. It takes a minute and it tells you whether this option exists for your panel at all.

Fix two: a subpanel fed from one two-pole space

This is the standard answer and it is elegant. You spend a single two-pole space in the main panel on a feeder breaker, run a feeder to a small subpanel, and gain a whole panel's worth of positions. Net gain on a six-space subpanel is four positions for the price of two, and you get somewhere to land whatever comes next.It is also the answer that turns a full panel into a non-problem permanently. The next circuit, and the one after that, land in the subpanel rather than starting this conversation again.Two details that separate a correct subpanel from a sloppy one. Inside the same building, the subpanel is fed with four wires and the neutral and the equipment ground are kept separate at the subpanel — the bonding happens only at the service. And the feeder breaker and the feeder conductors have to be sized for what the subpanel will actually carry, which is a conversation about your ten-year list rather than about today's charger.Note that a subpanel in a separate structure is a different job with additional requirements, including a disconnecting means at the structure and a grounding electrode there. Fix three: things that only an electrician will propose

There are more options than the two above, and they come up when the first two do not fit.Relocating circuits. Moving several existing branch circuits into a new subpanel frees a block of positions in the main panel and can be tidier than working around them.Retiring dead circuits. Older panels frequently carry breakers feeding nothing — a removed appliance, an abandoned outbuilding, a circuit that was replaced and never removed. Identifying and properly retiring those is real work, not free, but it is cheaper than copper.Tapping ahead of the panel. A feed-through arrangement, a meter-main with additional spaces, or a service-entrance-rated disconnect ahead of the panel can create capacity for a new circuit without replacing the panel. It is more involved and it touches the service, so it is more expensive than a subpanel — but it exists, and it is the answer in some tight installations.

The busbar and the label decide this, not an opinion

Two things govern what can go in a panel and neither is negotiable at the truck.The listing label. NEC 110.3(B) makes the manufacturer's listing instructions enforceable, so the label's stated maximum number of overcurrent devices and its tandem-permitted positions are the rule. An electrician who says the panel takes tandems without looking is guessing about a code requirement.The busbar rating. Under NEC 408.36, a panelboard is protected by an overcurrent device rated no greater than the panelboard's rating. This is why a panel is not simply a box of slots — the bus has a rating, and the panel has a listed configuration. It is also why an electrician sometimes says no to something that physically fits.Both of these are printed information, not judgement calls. If a bidder cannot tell you what your panel's label says, that is a useful signal about the rest of the quote.

If the panel is an unsupported type

Some older panel types are no longer supported by any breaker manufacturer, and many electricians will not add to them regardless of what the label once said. If yours is one, the honest answer is not a tandem breaker or a subpanel — it is a panel replacement, and the charger is incidental to a decision you were going to face anyway.We are not going to publish a hazard claim about a named manufacturer here; that subject is contested and we have no sourced position on it. What we will say plainly is that if two independent electricians tell you they will not install a breaker in your panel, believe them, and price the replacement rather than shopping for a third opinion.

Before you accept a service upgrade for a full panel

Ask four questions in this order. They cost nothing and they routinely change the answer.

Are tandem breakers safe and legal?

Where the panel's own listing label permits them, in the positions it permits, yes — that is what the label is for, and NEC 110.3(B) makes those instructions enforceable. Where the label does not permit them, no, regardless of whether one physically clips in. Open the panel door and read the sheet before anyone argues about it.

How many breaker spaces does an EV charger need?

Two. It is a 240-volt circuit, so it uses a two-pole breaker occupying two adjacent positions. A subpanel feeder also uses two — which is exactly why the subpanel trade is a good one: two spaces spent, a whole panel gained.

My panel is full but it is 200 amps. Do I need an upgrade?

Almost certainly not. You need spaces, not amps, and those are different purchases at very different prices. A subpanel or permitted tandems solves a spaces problem for a fraction of a service upgrade. Ask for the load calculation to confirm you are in the spaces case rather than in both cases at once.

Does a subpanel need its own permit?

It is normally part of the same permitted job as the charger circuit, not a separate application. Confirm it appears on the permit and on the final inspection, because a subpanel is exactly the kind of work you want documented when you sell.

Can I remove a breaker I do not use to free a space?

Sometimes, and an electrician will want to trace it first — a breaker that appears dead may feed something intermittent or something outdoors. Retiring a circuit properly means dealing with the conductors as well as the breaker, not just pulling the device and leaving live wire in the panel.

Can I put a bigger panel on the same service without upgrading it?

Frequently yes, and it is under-offered. Replacing a full 100-amp panel with a 100-amp-rated panel that has more spaces solves a spaces problem without touching the utility's side of the work. It solves nothing if the load calculation says you are out of capacity, which is why the calculation comes first.
