State of EV Charger Incentives — September 2026

As of September 17, 2026, EV Charge Grid has verified at least one open home EV charger rebate in 40 states. That count only covers what we have checked: 42 states, and 166 utilities out of the 3,098 utility listings in federal EIA-861 data. It is not a census of the country.

Figures as of September 17, 2026 · Every program checked against its sponsor's own terms between August 13, 2026 and September 17, 2026 · Next edition: December 2026

Of the 136 open home EV charger rebate programs EV Charge Grid has verified, 99 pay a fixed dollar amount. Their median is $400 and the most common amount is $500, usually a maximum per charger or per household. The other 37 pay a percentage of cost, pay by tier, port or option, or are limited to income-qualified households.

The federal home EV charger tax credit is over: 26 U.S.C. §30C does not apply to property placed in service after June 30, 2026. Among utilities, ComEd in Illinois stopped accepting 2026 applications for its residential charger rebate, and 3 utility rebates ended December 31, 2025 with no 2026 successor published.

How many states have an open home EV charger rebate?

EV Charge Grid has verified at least one open home EV charger rebate in 40 states, as of September 17, 2026. That is a count of what we checked, not a national count: we hold a verified determination in 42 states, covering 166 of the 3,098 utility-by-state listings in the U.S. Energy Information Administration's 2024 Form EIA-861. EV Charge Grid has checked the state agency layer directly in 8 states (Alabama, California, Florida, Maine, Maryland, New Jersey, Rhode Island and Virginia); 4 of them run an open home EV charger program on top of any utility program: Maine, Maryland, New Jersey and Rhode Island.

What we have not checked

EV Charge Grid has no verified home-charger record at all for 9 jurisdictions as of September 17, 2026: Arkansas, Delaware, Kentucky, Montana, Nevada, Pennsylvania, Utah, Wyoming and the District of Columbia. That is different from zero — it means nobody has yet read a utility's own program page for those states, not that no utility there offers one. Much of this research began from public program directories, which over-represent utilities that already advertise a rebate. As a result, 14 of the 40 states with an open program rest on a single verified program: Alabama, Alaska, Florida, Hawaii, Idaho, Kansas, Louisiana, Maine, New Hampshire, New Mexico, North Dakota, Oklahoma, Rhode Island and West Virginia. A state with one open program on this page may have several more utilities we have not checked yet.

How much is a home EV charger rebate in 2026?

Across the 99 open home EV charger rebates EV Charge Grid has verified that pay a fixed dollar amount, the median is $400 and the most common amount is $500, paid by 31 programs. Most of these are maximums a utility or state agency pays per charger or per household, not a guaranteed payout. The smallest verified amount is $50, from Ameren Illinois Company in Illinois. The largest we have verified is $2,500, from City of Vernon Public Utilities in California — not a claim about the largest rebate in the United States; we have checked 166 of 3,098 utility-by-state listings.

Which rebates are not a fixed dollar amount?

37 of the 136 open programs do not pay a flat dollar figure: they pay a percentage of the project's cost, a different amount per tier, per port or per equipment option, or they are open only to income-qualified households. A percentage rebate with no published cap never gets a dollar figure on this page — only the percentage, or “no published cap” — because that dollar amount would come from EV Charge Grid's own cost assumption, not from the sponsor.

Do home EV charger rebates have income limits?

Most do not. Of the 136 open home EV charger programs EV Charge Grid verified as of September 17, 2026, 6 are limited to income-qualified households on every tier, and 10 more pay an extra amount to income-qualified households alongside an open standard tier. The six income-only programs are run by DTE Energy (Michigan), Pacific Power (Oregon), National Grid (Massachusetts, its R-2 charger-purchase rebate), Eversource and United Illuminating (Connecticut — income or residence in a designated high-poverty area qualifies), and PSEG Long Island (New York — a $300 adder on top of an ungated $100 base rebate, for customers PSEG describes as “located in Disadvantaged Communities (DAC) and on our Household Assistance Program”).

Which EV charger incentives closed in 2026?

Among the home charger programs EV Charge Grid tracks, the federal §30C credit ended June 30, 2026, ComEd in Illinois stopped accepting 2026 applications for its residential charger rebate, and 3 utility rebates ended December 31, 2025 with no 2026 successor published. This section lists only closures we can quote directly from the sponsor, with a source link and the date we checked it — it does not attempt to catch every closure among programs we have not researched. See the running log for how this dataset changes going forward; it does not yet carry these five closures individually.

Is there still a federal EV charger tax credit?

No. The federal Alternative Fuel Vehicle Refueling Property Credit, 26 U.S.C. §30C, does not apply to property placed in service after June 30, 2026, under section 70504 of Public Law 119-21 (the One Big Beautiful Bill Act), enacted July 4, 2025. Subsection (i) reads: “This section shall not apply to any property placed in service after June 30, 2026.” State and utility rebates are what remains for a home charger installation. Read the full breakdown: Federal EV Charger Tax Credit, 2026 Status.

Who runs these programs?

Of the 136 open programs EV Charge Grid has verified, 132 are run by a utility and 4 by a state agency — Maine, Maryland, New Jersey and Rhode Island. That utility-versus-state split describes only what we have verified; we have checked the state layer directly in 8 states. Among the 132 utility programs, 38 come from electric cooperatives, 42 from municipal utilities, 11 from other public power bodies such as public utility districts and public power districts, and 41 from investor-owned utilities.

How EV Charge Grid counts

We count a program only when we have read its terms on the sponsor's own website, program document or filed tariff and recorded the date we checked. A program counts as open when the sponsor's current page shows no closure notice, passed deadline or exhausted-funds statement. Tiers of one offer count as one program.

What counts as a home EV charger rebate. Money paid toward buying or installing a Level 2 charger at a home, or the circuit, meter or wiring it needs. Time-of-use rates, managed-charging rewards, vehicle rebates, monthly charger subscriptions and tax credits are not counted.

What this report does not cover. This is not a census of every U.S. utility. The U.S. Energy Information Administration's 2024 Form EIA-861 lists 3,098 utilities by state; EV Charge Grid holds a verified record for 166. Much of our research began from public directories of existing programs, so utilities that offer a rebate are over-represented among those we have checked. That is why 40 of the 42 states we have checked show an open program. It does not mean 40 of 50 states do.

Amounts. A fixed amount is the figure the sponsor publishes for its standard tier, usually a maximum. We never convert a percentage-of-cost rebate into dollars, because the result would be a number the sponsor never published.

Questions this report answers

How many states have an open home EV charger rebate in 2026?

As of September 17, 2026, EV Charge Grid has verified at least one open home EV charger rebate in 40 states. We have a verified record in 42 states; we have not yet verified any program in Arkansas, Delaware, Kentucky, Montana, Nevada, Pennsylvania, Utah, Wyoming or the District of Columbia.

How much is a typical home EV charger rebate in 2026?

Across the 99 open home EV charger rebates EV Charge Grid has verified that pay a fixed dollar amount, the median is $400 and the most common amount is $500, as of September 17, 2026. Most are maximums set per charger or per household by an electric utility.

Is the federal EV charger tax credit still available?

No. The federal EV charger tax credit, 26 U.S.C. §30C, does not apply to property placed in service after June 30, 2026, under section 70504 of Public Law 119-21, enacted July 4, 2025. Utility and state rebates are what remains for a home charger.

Which EV charger rebates closed in 2026?

Among the home charger programs EV Charge Grid tracks, ComEd in Illinois stopped accepting 2026 applications for its residential EV charger rebate, and the federal §30C credit ended June 30, 2026. Cherryland Electric Cooperative and Presque Isle Electric & Gas Co-op in Michigan and Snohomish County PUD in Washington ended rebates on December 31, 2025.

Do home EV charger rebates have income limits?

Most do not. Of the 136 open home EV charger programs EV Charge Grid verified as of September 17, 2026, 6 are limited to income-qualified households on every tier (in Connecticut, income or a designated area; in New York, PSEG Long Island's own Disadvantaged Community and Household Assistance Program criteria) and 10 more pay extra to income-qualified households.

Corrections

If a counted program turns out to be wrong after publication, this page gains a dated correction line naming what changed. We never make a silent edit. The figures and the “Figures as of” line above update in the same commit as the correction.
